Council tomorrow but however much I
might feel inclined to meet
benevolent views in
Your Excellency's
regard of a pension
being granted to the Lord Bishop of Hong Kong
I must conscientiously say
that I do not
consider Dr. Smith in
any way
entitled to
His
the Pension he is applying for.
His Lordship
is not a Public Servant of this Colony, His Lordship is neither
Mentally nor
physically incapacitated
from the discharge of any his clerical
